Abstract
Purpose: This is a structured literature review to contribute to the study of correlation between the continuous learning and the organiosational practice. This study intends to identify and understand the roles of “absortive capacity”, “desorptive Capabilities”, “combinative capabilities” in enhancing the knowledge management capabilities within the organisation that can lead to organisational resilience.
Study design/methodology/approach: A structured literature review of 48 empirical studies relevant to continuous learning generated through the desorptive capabilities within the public sector and the role of dynamic capabilities in improving organisational practice.
Findings: A conceptual framework will be designed based on analyses of the correlation of the desorptive capabilities responsible for the continuous learning within the public sector and the problem-solving knowledge building capabilities. The framework will provide a better understanding of the resource-based view that enables the public sector to overcome the challenges and maximise the opportunities in continuing management education.
Practical implications: The optimisation framework of the knowledge through the desorptive process guided by the dynamic capabilities can create a continuous learning process that can lead to more problem-solving approaches to create more resilience in the organisational practices.
