Abstract

This document was written by the Institute for Employment Studies (IES) during 2020 and presented to the Department for Work and Pensions (DWP) in December 2020 as part of a commission by DWP to support the development of the Employment Data Lab.

In this report IES review the literature (available at the time) on methods for investigating the causal impact of policy interventions before identifying those most likely to be relevant to the Employment Data Lab. The report also provides practical information on how to implement the chosen methods.

The approach to evaluation and reporting developed by the Employment Data Lab team is informed by the recommendations made in this report.
