Description
The Office of the Children's Commissioner commissioned this report to determine the views and experiences of children and young people, and of parents/carers on the impact of the 2013 Autumn Statement and 2014 Budget on children and young people.
Specifically, the project focused on understanding the perspectives of parents/carers of children and young people on how tax and benefit changes and changes to spending on public services and facilities have impacted, and are likely in the future to impact on their experiences.
The research aimed to identify and understand:
> how tax/benefit changes and changes in public spending, as outlined in the 2013 Autumn Statement and the 2014 Budget, have influenced and are likely to influence in the future, the lives of children, young people and their parents/carers
> how such changes are likely to impact on the rights of children and young people.
Specifically, the project focused on understanding the perspectives of parents/carers of children and young people on how tax and benefit changes and changes to spending on public services and facilities have impacted, and are likely in the future to impact on their experiences.
The research aimed to identify and understand:
> how tax/benefit changes and changes in public spending, as outlined in the 2013 Autumn Statement and the 2014 Budget, have influenced and are likely to influence in the future, the lives of children, young people and their parents/carers
> how such changes are likely to impact on the rights of children and young people.
Key findings
A report was delivered to the Office of the Children’s Commissioner (OCC) within 21 days of the Budget announcement. It included a qualitative analysis of the likely impact of the Budget and Autumn Statement on children and young people together with relevant views and experiences of children and young people and their parents/carers.
This project is based on the commitment given by the OCC to undertake Child Rights Impact Assessments of major legislative and/or policy developments and will consider potential impacts on the rights protected under the UN Convention on the Rights of the Child and other instruments. The intention is for the research to be used to inform key partners including statutory bodies, voluntary sector organisations and policy makers.
